Presents research that aims to design procedures to identify key processes directly or mission of the university library, in this case, collection development or also called selection and acquisition process. Are explained and described the procedures for improving the management of information, through the use of universal tools (SIPOC Diagram, Flowchart standard operating procedure and, in order to identify information needs, access them, process them and use them efficiently so that the formation of the professional skills needed to create the performance.
